Policy Manager
Permanent, Full time: 35 hours per week
Salary: £53,000 to £58,000 + Benefits
Home based in England, Scotland or Wales with regular national travel
About the role
We are looking for a Policy Manager to join the Enginuity Charity team, reporting to the Senior Policy and Public Affairs Manager. This role is central to strengthening Enginuity’s position as a leading voice in engineering and manufacturing skills policy – at a national, regional and devolved level.
This role will have a focus on shaping Enginuity’s response to government consultations, while also identifying international best practice in engineering and manufacturing skills policy. You will play a key part in analysing political announcements and wider policy developments, presenting clear and concise insights to colleagues across the organisation.
The role also involves contributing to events, building relationships with key stakeholders across government, and identifying opportunities to align Enginuity’s products and services with emerging skills policy. At its heart, the role is about helping to close the skills gap in engineering and manufacturing.
What you’ll be doing
You will monitor and analyse policy developments, legislative proposals and regulatory changes affecting the engineering and manufacturing sector, providing timely updates and recommendations to colleagues and stakeholders. You will represent Enginuity at policy forums, conferences and stakeholder meetings, building relationships with advisors, civil servants and parliamentarians, and advocating for policies that support the organisation’s aims.
A key part of the role involves producing high quality written content, including briefings, articles and policy materials, as well as maintaining a strong evidence base of policy data. You will lead on responses to consultations, support the work of the National Manufacturing Skills Taskforce, and help drive forward The Policy Centre for Supply Chain and SMEs. You will also work closely with internal teams to ensure policy priorities align with wider organisational goals and contribute to building Enginuity’s profile through thought leadership and engagement activities.
Alongside this, you will manage and develop a small team, creating a supportive and collaborative environment, setting clear expectations and monitoring performance against agreed objectives.
What we’re looking for
You will have experience in policy development, advocacy and government relations, ideally within engineering, manufacturing or the education and skills sector.
You will bring strong analytical and research skills, with the ability to interpret complex policy issues and data, and turn these into clear, evidence based recommendations. You will be a confident communicator, able to build relationships and influence a wide range of stakeholders, as well as produce clear and engaging written materials such as consultation responses and briefings.
We are looking for someone who can think strategically, spot emerging issues and respond proactively. You will be organised, able to prioritise your workload and comfortable working in a fast moving environment. Experience of leading and developing others, along with a genuine interest in education, workforce development and the engineering and manufacturing sector, will be important.
Other skills which would be desirable however not needed to apply for the role
An understanding of the skills policy landscape, or experience of working with or for a sector skills organisation, would be beneficial. Familiarity with international policy approaches in engineering and manufacturing skills, and experience of working across different functions or stakeholder groups, would also add value in this role.

About Us
The Enginuity Group exists to find new ways to close skills gaps in UK engineering and manufacturing in order to create a more productive sector at the forefront of designing, making and maintaining the solutions to society’s greatest challenges. Enginuity is a charity that has created a ‘common language’ for engineering and manufacturing occupation and skills data, to help employers have the right skills at the right time to adapt faster to change.
We use this unique approach to sector data, alongside our deep understanding of the skills needs of UK engineering and manufacturing businesses, to:
support engineering and manufacturing employers in discovering new sources of skills;
provide insights and recommendations on the skills that are increasingly in demand so businesses, sectors and government can plan ahead;
and alongside EAL, the Enginuity Group's specialist Awarding Organisation, End Point Assessment Organisation and skills partner for industry, connect organisations to ensure technical education is fit for purpose and keeps pace with changing industry needs, new technologies and the net-zero transition.
